Would it be better to but the children in foster care till the sister-in-law can pick them up or to stay with their mother?
She should not have tried to slip a cell phone to her husband in the first place, especially with her children in tow. What did she expect would happen if she was caught? If she violated the rules she is not going to be let go. When a authorized relative can make the trip, the children will likely be released to their custody. The mother committed the crime. The children are just there with their mother for both their comfort till other arrangement can be made. If they were to go into the foster care system it would likely be harder to return the children to relatives not in jail. Children staying with their parents is not so unusual, even in the US, if they are under a certain age.

It never dawned on you it might be worse to remove the kids from their parent while they are so young? The chance of her returning for trial if released with her children and allowed to return to Jenin is slim.
