It's basically like calling all immigrants legal or not murders or rapists. Using any legal issue whether minor or not to vilify all to deny them their humanity.

Almost all these types of campaigns directed at a group of people results in violence against them.

Hong Kong Flu --> Resulted in increased violence against Chinese people.
