The answer is to reduce demand by funding treatement centers, hospitals, and mental health facilities.

The answer is two parts:
First, Stopping the addiction and how users and addicts are created. Second, treat current abusers and when step one reduces new users drastically, we have less of a need for treatment centers (albeit, we will always have a need, but hopefully less of a need).

This goes for ANY systemic issue. To many times we focus on treatment of the issue when we should also focus on stopping new issues from being created.
