The GOP should be pointing out that there is no need to fund Zika Virus because not long ago Obama personally took $500 Million US Tax Payer dollars out of a fund for Ebola to use for Zika Virus...according to Barry. A week later, when Barry was asked where the money specifically went he lied his ass off by declaring hd did not know...it 'vanished' (like the $6 BILLION that 'disappeared' from the State Dept when Hillary was Sect of State). A few days later the mystery was solved - it was reported that Barry took it upon himself to give that $500 Million of Americans' money to the U.N. to help fund it's latest Global Warming initiative.
-- Personally I think Obama's pay as President should have been terminated at that point, his expense account closed, and his pay from then on until his death should be docked to pay back the American people for their money he STOLE!

What the OP NEGLECTS to include is that the Republicans have packed the bill with politically contentious add-ons. If they removed them - the bill would pass.

Democrats opposed a provision easing Environmental Protection Agency regulations but were especially frustrated by a measure that would have prevented funding for Planned Parenthood.

"They restrict funding for birth control provided by Planned Parenthood. Can you believe that?" Senate Minority Leader Harry Reid said Monday. "And the Zika problem, who does it affect? Women and especially pregnant women."

Republicans argued the EPA changes were temporary and designed to make it easier to spray pesticides to kill mosquitoes. They also say that while funds are denied to Planned Parenthood, there are no actual cuts to women's health funding. The money is redirected to community health centers and other organizations.
Why can't they pass a CLEAN BILL? What does providing birth control have to do with Zika?

In other words, the GOP pre-killed the bill by making it so extreme as to not fund a medical provider that would be administering the Zika vaccine to women.

"We pay for the shot, but we won't allow the poor minority women/girls to have it…"

Back in May, the Senate passed legislation to provide $1.1 billion for Zika funding. Unlike the most recent bill, there was no requirement to cut any budgets and no controversial provisions. The House passed a bill in June to provide $622 million in funding.

The White House threatened to veto it, saying it wasn't enough.
