When you leave govt service you are 'read out' of those programs and sign a letter stating you will not talk about or have any further access to the programs and info...which Hillary did.

As reported though, the WHITE HOUSE declared in a press conference that Hillary's servers /emails contained Top Secret Compartmentalized Information, info 'so highly classified that it cannot be released in any format because it would cause grave damage to national security'.
