It's been done in several states over the centuries since our creation. In this case it is LEGAL immigrants on green cards awaiting their citizenship, can locally vote for some things in some states, it is up to the state to make their own laws on State and local representation.

In the past when in most states women and foreigners could not vote, even locally...

Some states allowed foreigners and Women, to vote locally if they were land owners, paying property taxes.
