Congress has absolute power to define the authority of the Federal courts. Look for legislation in the next few months that puts an end to this.

Congress can try to define what is legal, but ultimately is it the courts who decide because obviously the SCOTUS has struck down many laws passed by Congress.
The judiciary goes by the definition of what is legal based on this being a republic.
So they have top jurisdiction.
