False. She refused to sign the agreement, which did not bar her from going to the hospital.

So she didn't say she wouldn't quarantine.
That's exactly what she said, when she refused to sign the agreement. So now we have to protect others from her.

No she didn't. What exactly does signing a paper mean anyway?

Signing a paper means that they will comply with the quarantine, and if they are caught breaking it, they can be brought up on charges for failing to comply with the order.

If they don't comply, charge them. They had.

All the same, there are thousands just like her walking the streets right now.

She is still free to go to the emergency room if she needs to, she just needs to call the health department first. If I need to go to the VA because of this, not only do I need to call them first and let them know I'm coming in, but there are a lot of other things I have to do as well, such as wear a mask and go in via a certain door designated for COVID patients.

Sorry, but none of her rights are being trampled as far as I can see. If a person has tuberculosis, they are immediately separated and quarantined, usually in a hospital, but some of them have been allowed to quarantine at home. And, if they break quarantine while they have a very transmittable disease, they can be brought up on charges for endangering the public safety.
Apparently it is a crime, and has been for many month, in the state of Kentucky to refuse to self-quarantine. I tried to get more information on what the law says but almost all of the sites I found want me to turn off my ad-blocker.

If nothing else, it sounds as if they tried to get her to sign that agreement under duress. What happened to informed consent, where the signer is given the opportunity to fully understand what it is they're agreeing to? They probably should have contacted an attorney immediately.

Because that is what house arrest is. You can still go to the hospital in the event of an emergency, when you are on house arrest.

A Kentucky couple was placed on house arrest after one of them tested positive for coronavirus and refused to sign documents agreeing to quarantine at home.​
Elizabeth Linscott and her husband, Isaiah, displayed their ankle monitors on NBC affiliate WAVE last week. Linscott told the station that after testing positive for coronavirus and later refusing to sign a Self-isolation and Controlled Movement Agreed Order, the Hardin County Sheriff’s Department arrived at their Hardin County home with stay-at-home orders for her, Isaiah and their infant daughter.​

”I open up the door and there’s like eight different people,” Isaiah said. “Five different cars and I’m like what the heck’s going on? This guy’s in a suit with a mask, it’s the health department guy and he has three different papers for us."​

But she tested positive, without symptoms, and she said the local health department asked her to sign documents that would stop her from traveling anywhere without calling the department first.​
She said she chose not to sign the documents because "if I have to go to the ER, if I have to go to the hospital, I’m not going to wait to get the approval to go."​
The couple said they did not refuse to self quarantine, and had planned to do so.​
”That’s exactly what the Director of the Public Health Department told the judge, that I was refusing to self-quarantine because of this and that was not the case at all. I never said that," Elizabeth Linscott said. “We didn’t rob a store, we didn’t steal something, we didn’t hit and run, we didn’t do anything wrong."​
The Linscotts told WAVE that they plan to get an attorney. Neither Elizabeth nor Isaiah Linscott responded to additional requests for comment.​
The Lincoln Trail District Health Department, which services the Hardin County Health Center, also did not immediately respond to a request for comment.​
In a statement, Hardin County Sheriff John Ward said the office "serves Court Orders from both Hardin Circuit and District Courts on a daily basis."​
A Kentucky courts spokeswoman said she could not comment on pending court cases."​

I'm an electrician............those ankle bracelets would malfunction all the time............amazing what 5000 volts would do to a circuit card ..............OH WELL.......and yes I would insulate myself first......LOL

I have to admit, I'm torn on this one. The whole leaving for a hospital "emergency" part wasn't clarified in any article. What if she had to go after state business hours? Would she get an answering machine? Would she have to wait until morning? Did they give her an after hours number? Wouldn't the questions of virus exposure be handled by the hospital when she called? I too had to call for someone to go to the emergency room and the hospital absolutely grilled me on contacts, where people in the household had been, and gave me a laundry list of things I had to do in order to get the person to the ER. This seems on the surface to be bit of an overreach on the part of the state. I hate not having the little pieces of the story that would fill in the blanks for me.

That is acceptable in the liberal world...........same as letting go prisoners........same locking up people for trying to go to work.........
