I would interpret that broadly speaking as Russia will use Nuclear Weapons instead of being defeated. Defeat to Russia means that it can't establish the security it desires in the Donbass region.

I would suggest that both sides now understand that this war requires a satisfactory peace for both sides. And so just what is satisfactory for America, or for Russia?
