If true more chance of hitting Ukraine when Trump was president. That is if Trump actually did any damage to NATO.

His invasion of the Ukraine and the resulting atrocities have all but destroyed Russia's future. Sweden and Finland will definitely become members of NATO very soon, before he can attack them. Unfortunately the Ukraine is another story.

There's a big difference between being neurotic and being psychotic. Either could have been implied here. Not being able to accept reality and becoming dysfunctional ( like trump did after his election loss ) meant he was having a psychotic episode.
