What it is a percentage of the trade surplus EU has on US in just Goods.... in a roundabout way...
US has a trade deficit of $156bn (2023)

But he that isn't all trade.....
The trade on services favours US by $108bn.

So US trade deficit with EU is just $48bn on $1.6tn... That is just 3% and on his calculations he halts that to come up with a tariff, that means about 1.5%... Which administratively costs more to collect than it gets...
