A gulag was a prison where people could be imprisoned for punishment outside the judicial system. Just like CECOT.

There is no guilty plea in a civil trial. Entering the country illegally is a civil offense. Trump administration can drop the human smuggling charge, which is criminal, but Garcia is still an illegal and eligible for deportation since 2019.
