In 1990, when Russia dissolved the USSR, Russia formerly recognized Ukraine as an independent sovereign nation with borders that included the Crimea, and Russia negotiated a contract with Ukraine under which Russa would be able to retain its naval base in Crimea on a long term lease. and in 1994, in the Budapest Mou, in which Ukraine agreed to join the NPT and give up its nukes, Russia pledged to respect Ukraine's borders, which included Crimea. Russia's two invasions are clearly in violation of these agreements, so how can anyone even consider signing another agreement with Russia, a state that daily expresses its contempt for international agreements, while Putin remains in power?

Under international law, which Russia seems to hold in contempt, the only just cause for attacking another country is self defense or defense of an ally. Actually, the Russian Generals think that they can (under some circumstances) successfully attack US Nuclear Forces to decrease them down to the "acceptable damage level". What is even more important, they believe that with fifty of their new RS-28 Sarmat (Satan II) , with ten RE's each with all-direction attack capability they will be ready to wipe out the whole 500-point US Nuclear Force set of targets, almost without preparations, at any given moment. And then, after more or less successful counter-force strike, they will be able to blackmail the USA with possibility of their next counter-value strike.
