That kid broke that rule, everyone knows it and should have been expelled.

He's not going to continue on.

He's going to be put on trial.
He's going to probably be convicted of something.
If he ever gets out, he'll probably never be able to get employment.

The School initially wanted to exclude him, but changed their mind after a potential lawsuit. Wasn't worth the cost of litigating.

Yes, the stadium is on school grounds.

Additionally, Frisco ISD has implemented security measures such as bag policies and metal detectors at stadium events to ensure safety and compliance with these regulations .

Ever hear of “seriousness of the charge”? People lose jobs and/or access to events (like this) even though they are innocent until proven guilty. This does not grant you access to graduation; politics and social engineering do.

I am surprised that being allowed at the graduation is going to happen for him considering what he was in jail for. If a knife/weapon was in his possession and he used it on the school property, isn't that against school policy that can only get a student expelled?

It depends on what the consequences are for bringing it. In many school districts, its a suspension. And considering this happened a month and a half ago, the suspension would most likely be over.
This also could end up being self defense. And if it does, no crime would have been committed.
