Bullcrap. Poverty exists in countries that have no minorities in them. There was massive poverty in Japan throughout its history and Japan was as close to a homogenous society as has ever existed. There has always been poverty and always will be poverty unless you can magically create a Star Trek universe where every human need can be created out of nothing. Poverty is also relative, the "poor" in the USA live a solidly middle-class lifestyle compared to most of the rest of the world.

I think as usual, you are a tad confused. Before the mid century, MOST OF THE WORLD lived in poverty. For instance, 70% of the US population was below the poverty line in the 1920s.

The reason why we don't have that anymore is because white folks formed unions and demanded government action to aleviate poverty. They just forgot to bring black folks along with them. I'm sure it was an oversight.

The fact that one section of the country has experienced institutionalized racism AND is among the poorest groups is no co-incidence, it's a design feature.
