Kamala's team understood the only way to stop the bleeding was to attend interviews, and Joe Rogan was a big one. Big because Joe is good at cutting to the core, unscripted.
And there lies the problem for Kamala. She simply doesn't perform well, she cannot be taken seriously. A Rogan interview would have been the final dagger in the heart.
Consider this left of center. Kamala is such a poor candidate the left refused to install her into the POTUS, when they've said and implied that Biden is unfit for the job. Heck if Biden's unfit.............
They couldn't take the chance, because they don't trust her, and people would recognize why they didn't like her to begin with.

Also, Harris agreed to do an interview with Joe, but on her terms which Joe rejected. She wanted him to come to her home and she would give him an hour of her time. He said he wanted to do it in his studio in Texas and he just wanted a conversation just to get to know her, not a political interview. As of yesterday, the 30th, she had not gotten back to him with an answer. More in the link.

She simply cannot handle the format mentally.

2) Also, her people know she can’t do an entire hour of word salad, so she would pull the Brett Baier strategy: arrive 20 minutes late, and then have her people cut it off when she is descending into more and more crazy nothing talk. Rogan would be lucky to end up with a 30-minute conversation of her avoiding answering questions instead of the usual 3-hour format.
