Abortions were banned in Romania under the communists. Yet women still found ways to get them in a police state.
Perhaps the PENALTY wasn't tough enough!... OR the consequences needed to be a little more strict!

I'm really not seeing how you can get much tougher than the Communists did in Romania, where they had pretty severe penalties, but people did it anyway. Then they got totally fed up with their commie dictator and shot him.
Also, can't see how suggesting doctors ask about guns in the house as a risk factor really changes all that much.
It doesn't ban guns or confiscate guns.
Heck, if you want to go there, Chicago has banned guns since the 1980's, and we still have plenty.
