An affidavit would be presented by the prosecution in a preliminary hearing, and the trier of fact will use the affidavit as one piece of evidence to hold the defendant to answer (at a trial). It does not prove quilt, only the trial will and the Jury/judge will decide if the evidence proves beyond a reasonable doubt.

In the matter at hand, as the man (anon) once said, anyone can sue a ham sandwich. Thus, unless the Sect. of State, in every state, and a number of John and Jane Jones are named in an affidavit as defendants in a fraud, the three scored decisions found no wrong doing. The obvious answer is, they won't come out with any results that claim cheating for Biden. They most likely won't even complete the counting because that's not their purpose.
