There's zero evidence that anything would be different. There's less than none. Trump wasn't a fiscal hawk so it wouldn't be about the money. It wasn't like he hadn't given Ukraine aid in the past. Congress wouldn't have stopped him. The only reason I can think that it might have been different is that Trump has a penchant for doing the opposite of his perceived foes just because it's the opposite. But his would have given him a golden opportunity to put the whole "Russian collusion" bullshit to bed permanently. Why wouldnt he have taken it?
