I think it was done on purpose and one reason I think this is because just before the crash, Bush said we were being too strict on the banks. They have to keep "too much" money in reserve for in case of an emergency. Bush argued the economy needs that money. People need loans. So free up the banks to be able to use that money. It will help. What could go wrong?

I actually worked for the spooks monitoring water quality and chemistry before I went into private industry. I have no problems with these type regulations.
