How can it when we've just been shown how the President is determined to undercut the power of the purse of Congress.
Who says the current Congress doesn't want to cut the spending of the Federal Government? That's what Trump wants to do. Whether he can do it or if he has to go to Congress to do it, those who fight against this will lose in the midterms.
 
1. Trump can have the US databases scanned to identify fraud, such as a $million going to one address, or checks going overseas, or multiple people using the same SS #.

2. DOGE is very similar to the Grace Commission of 1984, whose money saving recommendations were ignored. Lets hope that the DOGE recommendations are implemented. Saving $1T or $2T is required.

3. If DOGE can in-fact save $1T or $2T from the Budget that is a game-changer. To fail means more borrowing and US debt explodes and interest on that debt explodes, and the US Dollar collapses. A disaster by any metric. DOGE cannot fail, one "proof" of excessive spending is looking at past Budgets, knowing that the Freedom Caucus will not support over-spending even if Trump presses them. Here are the past Budgets, Biden has $7T budgets and Trump had $4T budgets until Covid hit.

Under the Budget Control Act of 1974, the normal procedure is for the President to prepare a budget and submit to Congress. The President is not required to do so. Which, in turn, can approve, modify or reject the President’s budget. This was followed up until Newt Gingrich tried to strongarm Bill Clinton into accepting Gingrich’s own plan. This triggered the first real government shutdown and cost the GOP the 1996 election (Gingrich didn’t last much longer either).

In 2009, Mitch McConnell announced that he was going to hold Obama’s first budget hostage to a GOP agenda. So, Obama sidestepped him by not submitting a budget. Regular order ceased after that.

Once both the House and the Senate pass a budget and that budget is signed into law, the money in that budget cannot be withheld. Felon47 cannot withhold monies that have already been allocated. It's true. But, it's not Congress that disperses the funds either. They only appropriate the funds. The various departments use the funds. However, in many cases, the President is in charge of the departments. So, he does control funds, doesn't he! Congress appropriated funds to build the wall. Did Biden let the department do that? No.

I see nothing in his campaign promises which he keeps that suggests he wants to borrow and spend. He has DOGE set up to find ways to shrink government and spend a lot less. He is giving directives to his department heads to shrink their department and save money. You need to stop getting all your information from The View.
 
The President has the authority to temporarily defer spending under the 'Impoundment Control Act' (ICA). Which is what Trump's order did.

Only Congress can overturn a temporary deferral, per ICA. The judge is out of bounds. Seems she is an insurrectionist.
