See there are these things call databases. One of those computer systems.
Each mail-in ballot package is bar/QR coded to an individual voter. Because of these database thingy's election officials know exactly how many mail in ballots were issued, and to whom they were issued. When mail in ballots are received the bar/QR code is scanned into the system as a returned ballot.
The idea that someone could pull up with a trunk full of mail-in ballots and those ballots would get counted is, well...
Delusional.
Were there "blips" in reporting? Sure. Many states didn't allow the counting of mail-in ballots until election day even if the security protocols were allowed in advance. With limited resources, those ballots would then not be batch counted until Election Day night after the in-person polls closed.
