But see, the effects arent temporary. A dollar spent by the government isnt just one dollar added to the economy. Thats one dollar to a company, which partially goes back to its supplier, who sends another part to his workers, who spend it, which goes back to more consumption.

Learn fiscal multipliers.

Tax cuts = 0.94
Infrustructure = 1.44

When government borrows money its taking it from people who wouldnt invest it in more risky assets. It can allocate money that would be spent on projects with a low fiscal multiplier (bonds) or maybe not even spent at all, and invest it in things that have a defacto 1+ fiscal multiplier.
