Makes no difference though, as funding levels and departmental budget are created and managed at community level (not fed) vary in application from department to department, depending on local situation, problems, training level, continuing crime rated, etc, meaning they can and do change how money is spent or allocated as local situation changes.

Biden was also 100% right when he said that the police do not need surplus military equipment.

That is the reason for community policing programs. Jack Webb was not a enemy of the police, but he did several Dragnet shows that advocated for the need for police officers to reach out to minority communities. You cannot have effective policing when a community fears you.

Actually, through a variety of grants and programs the Feds provide a lot of funding to law enforcement via payment to states and localities. They don’t “regulate” local funding decisions except by providing fund which some states and localities come to depend upon.
