Since 70% of Gazans live off of humanitarian aid, that satisfies the definition "cutting off essential supplies".

Three Israelis were killed (see above) and five Israelis were lightly injured this month: a soldier (2 June) was injured by small arms at Tapu'ach junction / Samaria and four civilians were injured by fire which started as a result of rocket launchings from the Gaza Strip towards Sderot.

And even after unilaterally withdrawing, there was no blockade until what? Until Hamas started firing rockets. Thus the blockade.
