There were contracts out for electric and water systems when WWI broke out. Palestine was already becoming industrialized when that was stopped by the Mandate.

My understanding was that the insignificant piece here was focused on the Bon Voisinage Agreement between Lebanon and Syria on the one hand (French Mandate) and Palestine on the other (British Mandate); wherein it did not pertain to Arab immigration from TransJordan, Saudi Arabia, the Sinai and Egypt, or those come across from the Mediterranean Coast. (Would this be accurate???)

During WWII, there was a significant increase in Arab immigration in search of employment opportunities within the Palestine Mandate (West of the Jordan River). (Would this be accurate???)

The Survey was written as a form of evidence in a Joint British/American Inquiry on the issues of that period (Problems of European Jewry and Palestine). But there was a craftily designed hidden agenda; answering the question on the level and intensity of the conflict (parties: Muslim, Jewish and Christians).

In any event, it does not apply to the current West Bank "Palestinians."

What is odd - is that:

• The Green Line was an Armistice Line, relative to the Israelis and the Jordanians.
• The Green Line essentially dissolved on 31 July 1988, when Jordan cut all ties and left the West Bank in the hands of the Israelis. Jordanian Forces withdrawing across the Jordan River into Kingdom. Leaving the West Bank and Jerusalem in the status of "terra nulius."
• The PLO Declare Independence in November 1988, but there was no territory for them to assume.
• The OLSO I Accords in 1993 was when the Israelis recognized Palestinian Interim Self-Government Authority and the Palestinian people in the West Bank and Gaza Strip may govern themselves. It was this agreement that actually facilitated the start of the PLO a self-governing territorial foothold in the region.​

Whatever the Arab Palestinians claim to hold, the Arab Palestinians never actually held real sovereignty or self-government able to stand on the same level as other nations; even regionally.

When the British conquered the region named "southern Syria" by the Ottoman's for the last 700 years, they renamed it to a name the Europeans gave it, aka "Palestine". Funny how the Arabs are now fighting to call it by its non Arab non Muslim EUROPEAN name, of which they can't even pronounce the consonant "p". Ha ha ha.
