Don't kid yourselves about punishing cities but not states. Big cities will hold their states hostage for federal money and then take it for themselves. It will have to be done on a program by program basis, with special interests fighting it all the way. The battle has yet to begin.

You're trying to discuss this as a policy matter, but the Trump position is of an emotional matter.

Chertoff with the W administration made it clear that the feds wouldn't tolerate states interfering with private employers having to verify immigration status in hiring. That was policy

The states could literally bring INS to it's knees if they really complied, and billed the feds with the cost of holding and feeding them. Some states, like Miss, actually use the illegals as a funding source for the entire jail system. NYC or LA could give INS a year's worth of deportations in week. So, Trump is not even attempting to rationally discuss immigration enforcement.

And the mayors know that arresting parents for minor non-violent crimes will result in kids having less support and parental involvement
