The problem they have is that there is no central organization/charter for ANTIFA. There is no leadership to be identified though ANTIFA is a real thing.
In my opinion ANTIFA is secretly organized and directed by deep state operatives and funding, but without being able to identify who that is, who do you target?

Antifa is intentionally "no central organization/charter" to reduce the sort of documentation that could be used in court. However they are very organized with a formula for indoctrination/training, and organizing turnout to "protests".
