Israel is a sovereign nation and is allowed to defend itself against attacks from designated terrorists.

Each attack by a Hostile Aarab Palestinian (HoAP) or legally designated Terrorist organization is a violation of "law." Protected persons (in this case HoAP and terrorists) who commit an offense that is solely intended to harm the Occupying Power is a direct violation of the Fourth Geneva Convention (GCIV) which is part of the International Humanitarian Law (IHL). Such a violation is publishable under Article 68 of the GCIV.
