How about fair warning was given of the intention to fire at certain targets and that civilians should be evacuated to minimise the deaths. So hamas force the civilians to stay and the death toll goes up and up. The UN are fully aware of this and have decided that they will not step in and take action.

They do, it is not their fault or responsibility that hamas put women and children in with the military installation.
