The U.S. and allies invaded Iraq to overthrow Saddam Hussein’s regime, citing weapons of mass destruction. No formal declaration of war was issued by the U.S. or Iraq.

And the congressional declaration was not a declaration of war. Unless you can find a word there.

Actions in Serbia and Libya were done in conjunction with our NATO allies in support of forces that were in opposition to oppressive governments.

(That said, I was against both of those actions at the time as well.)
