Having failed to complete its ethnic cleansing in 1948, an Arab population remained which was subjected to martial law through 1966, deprived entirely of civil rights. The 1950 Israeli law regarding "absentee property" declared all Arab properties vacated even briefly between November 1947 and May 1948 to be "abandoned" and therefore subject to confiscation and reassignment to Jewish occupancy and ownership. The Israeli refusal to allow displaced Arabs to return to their homes and properties was and remains in direct violation of international law and UN Resolution 194 under which Israel is bound as a UN member state.
