The "Ali" mentioned in the poem is Imam Ali, the first Shiite Imam, son-in-law and cousin of the Prophet Muhammad. "Zulfiqar" is Ali's famous sword, described as a double-edged sword. "Khaybar" refers to a Jewish fortress in the Arabian Peninsula, near Medina, that was captured by the Islamic army. All of its male Jewish inhabitants were executed by Ali himself using the sword of Zulfiqar.
It can be understood from the new post that this is an unprecedented "step up." In fact, the Supreme Leader of Iran, whose name is also Ali, is hinting at his own intentions.
