The language in the statement, due to be released on Thursday evening, has been significantly toughened up since it was first circulated to capitals on Tuesday evening. At that point, it called for an immediate end to the air attacks on Aleppo and challenged Russia’s role in the Syrian conflict. However there was no mention of possible further steps.
However, the latest draft of the statement—which comes hours ahead of the start of this week’s EU leaders summit—says the EU is “considering all options, including further restricted measures targeting individuals and entities supporting the regime, should the current atrocities continue.”
