Actually it is the last word. There were minimally 20 links to serious studies on the subject within my link so if you don't like Brennon Center as a primary link - do some digging within.
The George W Bush DOJ spent 5 years and tens of millions on the subject. They ended up with about 160 cases nationally. Most of them were honest mistakes. For instance seniors who forgot they voted absentee and then showed up at the polling place. They ended up with 60-some guilty please and convictions. IOW, they found about a dozen legit cases per year.

HRC won the popular vote by 3 million and lost electoral by a pubic hair (77,000 votes in three states). Maybe you could point me to the last presidential election in which the popular vote was won by half a dozen to a dozen votes.
