We have a verse in chapter 13 in the book of Revelation (OT) as
"16 Also it causes all, both small and great, both rich and poor, both free and slave, to be marked on the right hand or the forehead, 17 so that no one can buy or sell unless he has the mark, that is, the name of the beast or the number of its name." Revelation 13:16-17

Once again.........the book of revelation is about bringing hope to the Christians who were being persecuted during the life time of John who is revealing the things in "SYMBOLISM" in Revelation, its about overcoming the tribulations that were to SHORTLY TAKE PLACE. In fact the word for OVERCOME is found 17 times in this book of symbolism. To translate the symbolism one must find other parts of the scriptures that address the things being signified.
Marks (such as tattoos) were used among pagan cultures to denote whom a person worshiped. In Jewish tradition such marks were forbidden. "You shall not make any cuttings in your flesh for the dead, nor tattoo any marks on your flesh." -- Lev. 19:18
One must remember.........the book of Revelation is a book based upon "symbolism" not "literalism".....or as stated "signified" (Rev. 1:1). Its a book about HOPE for the Christian churches and members who were being persecuted by the Roman Empire during this time period. Most importantly is about tribulation that would "shortly come to pass". (Rev. 1:1,3, 22:6,10). The book was drafted in the early history of the church by John while still living. Thus, Shortly is very unambiguous about "signified things".
The marks on the hand or forehead are to be taken SYMOBLICALLY.....not LITERALLY. It concerns the revelation of whom one wishes to serve and worship,, ".........If anyone worships the beast and his image (Rome), and receives his mark on his forehead or on his hand....he himself shall drink of the wine of the wrath of God.........." Rev. 14 9-10
A mark on the forehead or hand is something in plain sight........demonstrating whom you are serving. Or as we might say today........WHO IS DRINKING THE KOOLAID BEING PASSED OUT?
So........in a signified manner........Revelation is not addressing literal markings but the obvious behavior of people who would worship Rome and its paganistic culture. One must remember the book of Revelation is a book based upon symbolism not literalism. The things revealed were to take place shortly, the book was written while John was still living. (Rev. 1:1,3; 22:6,10).
Marks were used in pagan cultures to denote whom one worshiped. This is why tattoos and the cutting of marks into the skin were forbidden by the Jewish culture (Lev. 19:28). But there is a spiritual concept of marking whom belonged to whom, "If anyone worships the beast and his image, and receives his mark on his forehead or on his hand, he himself shall drink of the wine of the wrath of God........." -- Rev. 14:9-10.
The symbolism used in Revelation is in reference to that found in the Book of Ezekiel, "Go through the midst of the city, through the midst of Jerusalem and put a mark on the foreheads of the men who sigh and cry over all the abominations that are done within. " (Ez. 9:4). Here people are marked because they did not like the immorality going on around them, God had them marked to spare them from the upcoming destruction. Its in this way it used in symbolism in Revelation.
Example: "Then I looked, and behold, a Lamb standing on Mt. Zion, and with one hundred and forty-four thousand, having His Father written on their foreheads." -- Rev. 14:1 There were no literal marks on their foreheads....its representative of whom they worshiped....the LORD GOD.
A mark on the forehead or hand is something in plain sight. Everyone notices whom this person is declaring to serve. So the symbolism in Revelation is not speaking of a literal mark on the head or hand....but the obvious and open behavior of the people who would worship and serve ROME...i.e., the beast. Not everyone was allowed to own property, vote, etc., as there was different classifications of Roman citizens.......slaves and those of non Roman Citizenship had limited rights in the Roman Empire. There were different methods to become a Roman citizen with full rights. It becomes obvious when someone is attempting to become a citizen with rights within the Empire.
Proof of Citizenship was having one's name on the Official census list.
