To deport him the Trump Administration just needed to comply with 8 USC 1231. Locate a 3rd party country that agreed to take him, go back to the immigration judge, get the hold lifted, then deport him.

Sending them to third party countries is exactly the intent, as demonstrated by sending Venezualan gang members to El Salvador.

Those who were serving sentences in the USA, should be returned to the USA to finish their sentences.

Those who were shipped out of the country without due process, should be returned until their cases are determined.
