I am just guessing here, because I don't actually have any facts about this. But, I would say that the retarded Somalis are honest.
Retards of all races are usually honest.
I am also going to guess that the Somalis that stayed in Somalia are more honest that the ones that came to the USA specifically to take advantage of the situation.
I also would offer the opinion that this holds true with all nationalities and races.
