I think that was Hubbard's intention, yeah. Why doesn't it qualify as a religion? Most of them profit in one way or another.

I sometimes wonder if the Church of Scientology is actually a front for the CIA in Hollywood. A place where they can indoctrinate actors to participate in social engineering and propaganda via entertainment and media. Amway is not officially a religion, but they also seem to be rather cultish. And the way its adherents proselytize to try to add more people to the pyramid is very religous-y.
