Since when do crimes justify crimes? Attacking civilians is a war crime. In the case of Manchester, however, I can at least imagine that there may actually have been targets relevant to the war. Try telling a friend of my Mothers who was killed in a air raid, my mother had spent the night in a air raid shelter the street where her friend lived had gone, the whole street, problem with WW2 bombing while some military targets were bombed it ended in total war with whole City areas being bombed, not saying it was right but that is where it ended up and the Nazis started that total war City bombing, even at the start of the War they destroyed Rotterdam
