I like Fallout 3. It was a good adventure game with a fair plot and a lot to do. I loved Fallout: New Vegas. Excellent writing, solid plot, got most things right.
It's bee a good year for games. I found the Witcher 3 to be very good, top notch. Grand Theft Auto 5 was excellent, but short.
So I went into Fallout 4 on the heals of some greats. The first thing to know is this is a Bethesda game. The graphics are pretty good, but fall far below GTA V levels, and aren't in the same league as the spectacular visuals of Witcher 3, which has arguably the best visuals of any game thus far. (I ran all of these at 2550X1440, ultra settings). Bethesda brown dominates everything. But locations are well fleshed out and the retro-50's style looks good, and is immersive.
This is a true sandbox game. Witcher 3 has tons of side quests and huge amounts of activities to keep one busy, but in the end is the story of finding Ciri and keeping her safe from the Wild Hunt. GTA V, as great as it is, is on rails. It is a straight line adventure that goes from point A to point B..
Fallout 4 is a truly open world. The main story is nowhere near as detailed as W3 or GTA5, but that doesn't matter after the first few hours. The world is simply amazing, with incredible depth. Discovering people and locations that may or may not be scripted, with a seemingly unlimited number of surprises. The robot suffering a nervous breakdown due to 200 years of isolation, the hard boiled detective in the middle of a nuclear wasteland, complete with fedora and trench coat. The list goes on and on.
This is a game where just wandering around brings massive rewards, maybe a sledge hammer with a rocket booster that slams enemies to bits. Maybe custom power armor that can't be found at any vendor for any price. Maybe a massive zeppelin, fully armed flying in with full helecopter (vertibird) escort.
Where Fallout 4 rises above earlier games, and WAY above GTA5 is the combat system. Weapon handing and usage is more Modern Warfare than a typical adventure game. It is extremely well done, literally as good as any triple A shooter. It still has VATS for those who want to play the old way, but you can completely ignore VATS and snipe from cover, sneak up and knife a baddy in the back, or toss a grenade into a group of unwary raiders. This is of course a violent game, done with a finesse second to none. There are a hundred ways to approach any situation, none of them right or wrong. Well, you might die, but that's half the fun.
Is Fallout 4 the greatest game in history? Hard to say, but it is great by any standard.
