The cause of the accident was the 2011 Tōhoku earthquake, the equipment was so messed up they never could contain the problem after problem it caused.
Think just because there's claims of no leakages under ground is a different story they will not be able to get to anything at the levels that exist underground in the same way they couldn't get to certain areas of the Fukushima plant to repair things (not to save the plant) but to seal off the dangerous aspects.

Why would they put out a confusing message? Propaganda is supposed to work in one way, and that is it's supposed to benefit the person putting out the propaganda. How is saying, we don't know, or we're not sure yet, etc benefitting the pentagon? That doesn't sound like propaganda at all. It sounds exactly like a very honest and candid assessment of the strike. Conversely, saying you completely obliterated everything is way more likely to be the actual lie and the propaganda you speak of. In fact, just look around in this forum alone, and it seems to have worked, because even without any other intel other than Trump's word, everyone is just assuming what he's saying is true.
