Well, that plan may have backfired--- not only is the owner of the pets now filing suit against the state, but apparently the outcry over the murder of these two animals and the way they did it has been so great that the agency has now admitted doing an internal investigation over their policies.

So maybe Fred and P-Nuts deaths weren't all for nothing--- some good may come out of it.
