In Houston, an underground express for I-45 Downtown

I work for the Massachusetts Dept of Transp, and got frwys underground! That's what I'd do to for I-45 Downtown! I'd get an underground express constructed! That'll separate the express traffic for good! The express traffic will depress underground!
