The problem with that approach is the first Democratic demand is always for “comprehensive immigration reform” which always translates to amnesty without consequences. Republicans got screwed on that by Tip O’Neil who demanded amnesty first, then reneged on all the border security and employer sanctions he and the other democrats promised Reagan. To a Democrat compromise means the Republicans give fifty percent and the Democrats take fifty percent.

Just because the main focus is on deporting criminal illegal aliens, it doesn’t mean any other illegal aliens contacted in the pursuit of the criminals should or will be ignored. They are all here illegally and subject to deportation. Creating a “climate of fear” among illegal aliens is a good thing, make them uncertain enough about being found and most will self-deport rather than live with the fear and uncertainty of deportation at any moment.
