Equity doesn't do that, a triage system does that.
Equity decides who to help based on where the person is on the pity scale, not the actual conditions in the field.

FEMA is address the mistakes they made during Katrina. This wasn't isolated and they need to understand how emergencies like this effects everyone...
I always find it rich that some people decide to attack FEMA when they are too busy to defned themselves because they are helping people.

Emergency Management is highly complex and is all about preperation... Sorry but it is idiotic to thing that FEMA just rocks up after a disaster and everything suddenly works out...
They spend there days preparing, senarios, understand communities and preparing those communities... But what they now know is that different communities have to be treated differently during an emergency... Some can evacuate, some can't, some won't... Knowing the challenges before hand is how they work...
Sorry but everyone line up there and we can do a Triage of resources is a very basic on their level..
