The man entered the lake of his own free will.
The cops told him not to, and yet he did.

It is not their responsibility to be helping people that do not want to be helped.
They COULD though, have sent a police boat after him or thown him a flotation device of some kind.

The police officers did send for a boat, but Bickings drowned before it arrived. It appears this was all over in about 15-20 minutes.

The officers followed protocol and didn't have any water rescue equipment nor water rescue training.

Been through the solid black areas of DFW, as well as the Mexican areas many, many, many, many times over in my life. Especially when I was a delivery driver. NEVER EVER had any problems with anybody. And I drove with my windows down too!!!!

I remember when I was a delivery driver, delivering to places where the blacks were afraid to come to the door in their own neighbor hoods.
