Illinois is in bad fiscal shape. But they need not to legalize marijuana and this way use the huge influx of tax dollars to help pay down their debts.
All this says to me is that they agree that marijuana possession isn't worth worrying about, but they still want to make a few bucks off of it.

That's fucked up. Essentially they are treating it the same but without jailtime. I would bet they would make even more money off this because they would spend so much less just to enforce the law. Legislation is a good business in the USA. Everyone earns money as he or she can.
