Simple solution... congress takes up Immigration reform and takes out that bit in IRS rules, and States ALREADY issues driver's licenses to non citizens, and all that needs to be done is have these licenses of non citizens have a different color background on their picture.

And another point....so all the amnesties that Reagan and Bush 1 put in to place.... were these illegals also allowed to get driver's licenses and were they also allowed to file for back taxes and get any refunds owed? If so, and Congress was so incensed about it, WHY didn't they modify the tax code back then?

It's the law...Obama didn't "do this" with the IRS, the IRS says that this is how the IRS rules read...and are....

So, when Reagan gave his 2 amnesties, (one with congress's approval, one without their sanctioning), and Bush 1's amnesty that he gave, without congress, until about 10 months later, when congress FINALLY approved it....

The president's EO is not 'amnesty,' and undocumented immigrants are not receiving 'refunds' for taxes not paid:

'[T]he federal government is not doling out any sort of "bonus" based on immigration status. The policy change in question simply allows (among other things) immigrants who have now been granted Social Security numbers to amend three years' worth of previously filed tax returns to receive EITC credits based on previously-reported earned wages if they were so qualified.'
