The us has a first come first served , non merit based immigration system , that is further based on family reunification and extended family reunification ; and , illegal immigration drives the standards even lower .

Canada's merit-based immigration system is a points-based system that evaluates applicants based on their skills, education, and work experience. The system was introduced in 1967 and is considered an international best practice.
